The Institute of Engineering and Applied Technology (IEAT) was established to unify and streamline related curricular programs within the College. Its creation was formalized through Board of Trustees Resolution No. 07-556, titled "Revision on the Organizational Structure," approved on August 9, 2007 during a Special Meeting of the Bulacan Agricultural State College (BASC) Board of Trustees at the Commission on Higher Education (CHED) Main Office. Engr. Liberato B. Silverio was appointed as the Institute's first Dean.

The groundwork for this development dates back to 1998, when BASC was declared a chartered state college through Republic Act No. 8548, signed into law by President Fidel V. Ramos. Under the leadership of the College’s first President, Dr. Rolando F. Camacho, six academic departments were established to reflect the College’s degree offerings: Engineering, Education, Agriculture, Food Technology, Agribusiness Management, and Arts and Sciences.

When Dr. Josie A. Valdez assumed the presidency as BASC’s second President, he introduced key institutional reforms. Among these was the conversion of academic departments into Institutes, elevating their academic stature. This structural change was ratified through Board Resolution No. 03-243, "Revitalized Organizational Structure," during the 24th Regular Board Meeting on December 2, 2003, at BASC. The restructured academic units became the Institute of Engineering, Institute of Education, Institute of Agriculture, Institute of Food Technology, Institute of Agribusiness Management, and Institute of Arts and Sciences.

Under this framework, the Institute of Engineering achieved notable academic accomplishments. In 2004 and 2005, the Institute recorded a 100% passing rate in the Licensure Examination for Agricultural Engineers, setting a benchmark in institutional performance. In 2005, BASC was recognized by the Professional Regulation Commission (PRC) as the 2nd Best Performing School in Agricultural Engineering. In 2006, alumnus Engr. Ronel D. Caña placed among the topnotchers in the same licensure examination.

The Institute initially offered the Bachelor of Science in Agricultural Engineering (BSAEn), Bachelor of Science in Geodetic Engineering (BSGE), and Bachelor of Science in Food Technology (BSFT). During the first semester of A.Y. 2007–2008, the Bachelor of Science in Information Technology (BSIT) program, previously offered by the Institute of Arts and Sciences, was transferred to IEAT. In the same period, the Bachelor of Science in Hospitality Management (BSHM) program was also introduced.

In September 2007, Engr. Rhuelyn A. Ballaran assumed leadership of the Institute following Engr. Silverio’s departure for advanced studies. During her tenure, along with Engr. Joselito D. Tucit, the groundwork was laid to rename the BSAEn program to Bachelor of Science in Agricultural and Biosystems Engineering (BSABEn)—a move aligned with global academic standards. Engr. Ballaran served until May 2008, when she commenced her study leave.

Engr. Joselito D. Tucit was appointed as Dean from June 2008 to May 2013. Upon taking office, he secured certification from CHED affirming the equivalency of the BSAEn and BSABEn curricula. The BSABEn program was officially launched in the first semester of A.Y. 2008–2009. That same year, Dean Tucit filed for PRC accreditation of the BSABEn curriculum, making BASC the first institution in the Philippines to offer this program. Additionally, the Associate in Computer Technology—a two-year ladderized program leading to BSIT—was introduced.

In 2011, IEAT relocated to a newly renovated office at the Engineering Laboratory Building, a move initiated under the leadership of BASC’s third President, Dr. Gerardo I. Mendoza. In the same year, the BSHM program was transferred to the Institute of Management. The Institute continued to shine in 2012, with Engr. Alexander F. Lagac and Engr. Edwin I. Duran placing 6th and 9th, respectively, in the Geodetic Engineering Licensure Examinations. Moreover, faculty and students in the Information Technology program successfully earned TESDA National Certification II in PC Hardware Servicing.

In June 2013, Engr. Alvin G. Quizon was designated OIC-Dean, succeeding Engr. Tucit who pursued his Doctorate studies. Recognizing the need for specialized technical education in agriculture, the Institute launched Rice Machinery Operations (RMO) modules, a TESDA-accredited program designed to equip farmers and students with practical skills in rice machinery operation.

In 2017, Engr. Alfredo L. Taluban, Jr. assumed deanship of the Institute, continuing its tradition of innovation and academic excellence. In 2024, he took a study leave to pursue his Doctor of Philosophy, and Assoc. Prof. Michelle M. Cortez was appointed as Dean of IEAT.

On December 18, 2024, during the 107th BASC Board of Trustees Meeting, the Board approved a resolution to reorganize IEAT into two separate units: the College of Engineering and Technology (CET) and the Institute of Computer Studies (ICS). Following this development, Engr. Alfredo L. Taluban, Jr. was reinstated as Dean.

At present, the IEAT Faculty is housed on the second floor of the IT Building, continuing its commitment to academic excellence and embracing the evolving challenges of higher education in science and technology.

Both institutes remain committed to providing quality education and addressing the evolving needs of the academic and professional landscape.
